foreigner assaults a kenyan police offer while in police station

Kenyan Police Officer assaulted by a Narcotics rogue foreigner at a Police station in Diani.

A police incident report from Diani, Kwale County, confirms the details behind a viral social media trend: the arrest of a Dutch national, Elwin Ter Horst, for multiple offences, including allegedly blowing mucus on a police officer at the Diani Police Station report desk. The incident, recorded on CCTV and what seem to be someone at the police station on a phone camera, has ignited widespread public fury and is being cited as an extreme case of disrespect towards Kenya’s law enforcement.

Incident Report: Assault and Damage at Diani Cottage

The chain of events began on October 28, 2025, when a distress call was logged at the Diani Police Station (OB 32/28/10/2025 at 1535 hrs).

  • The Initial Report: Management of the Boma Banda cottage in Diani reported a guest causing a disturbance, commotion, and assaulting his girlfriend.
  • Victim Rescued: Upon the arrival of officers, the care-taker and guards had already rescued the girlfriend, identified as Angela Atieno Onduru (32), and rushed her to Diani Beach Hospital for treatment.
  • Arrest at the Cottage: The suspect, identified as Elwin Ter Horst, a Netherlands national, had locked himself inside his room after causing malicious damage to property in the cottage. After a lengthy persuasion, he opened the door and was arrested.

Crucially, officers conducted a quick search and recovered a whitish substance material suspected to be 3 grams of narcotic drugs from the foreigner.

The Humiliation: Disturbing Behaviour at the Police Station

The most shocking element of the report, and the probable cause of the viral outrage, relates to the suspect’s conduct upon arrival at the police station.

The report explicitly states that Mr. Ter Horst committed an act of creating a disturbance in a police building by blowing mucus through his nostrils on an officer in police uniform who was on duty at the Report Office desk. This act of gross contempt was captured on CCTV footage.

Facing Multiple Criminal Charges

The suspect, who appeared drunk at the time of his arrest and custody, is facing serious charges under Kenyan law:

  1. Assault Causing Actual Bodily Harm (against his girlfriend, Angela Onduru).
  2. Malicious Damage to Property (at Boma Banda cottage).
  3. Creating a Disturbance (at the cottages).
  4. Creating a Disturbance in a Police Building (the humiliation of the officer).

The case is currently marked as P.B.C (Police Bail Case, but more commonly “Pending By Charge” or “Produced Before Court” depending on local SOPs), with the Diani Station Commander (Stapol Diani) investigating.

This incident has amplified a national discussion about respect for Kenyan authorities and the immediate legal consequences for foreigners who violate local laws. The public expects swift and decisive action regarding the suspect’s alleged crimes.
